Well first things first,

You want to make a fan art gallery first, correct?
Go to the main balto site - "send to the site" it should be near the top of the page - "Drawing" - read the rules then press continue - then it should instruct you to create a fan art gallery.

If you need anymore help feel free to send me a message. =]

First of all this is in wrong section. This is for balto/tlk roleplaying. There's a questions section on main site. There you should ask this question. But anyway,if you had meant how to create a character, there is how to do it.
Go to fan characters section. On the top, but not very top on the site, you'll see something similar to "create a new character." Click it.
