I'm curious,I've got the DVD where she just gets a pink bow,was there a special edition of L.A.T.T.2?

MMM no I dont think so,I know what you mean though,I was looking on the DVD as well and saw her gold collar,I just assume that the bow was just for independence day and not her official collar,but the gold one was.

I'm probably mistaken,but there's a picture of Angel wearing a gold collar in the Google image section.

I've seen the image of Angel with the gold collar; the image on the back is a promotional picture--they tend to be slightly glamourized or different in nature from the actual film. If you notice, Angel's design looks different in the picture with the gold collar, as well.
Similiar things happen when creating DVD covers (like the new ADGTH covers, for example); not all things depicted on the covers are accurate, a lot of times things are just added to make the cover pretty.
