Steet has managed to make BS pretty user-intended so anyone who joins can instantly join in with discussions, fave fan-works etc.
On a lot of other sites, even if they have a fan-art section, don't have the ability to fave them or create your own gallery like BS does.
Others are mainly fan-made after seeing BS and if it's not a copy of BS then all the people there are on BS anyway so quickly lose interest in the smaller forum.
I know what ya mean. I looked at lots of other Balto fan sites but I found this one to be the most user-friendly and it has probably the best art/forum section I've seen.

I think it's so popular because there are so many ways for fans to express themselves and share ideas with each other. Most other sites don't let ya do that or aren't as friendly on the forums as it is here. Also, like Wolfer said, there aren't a-lot of Balto sites left/that are as big as Balto Source so there isn't too much competition.
