Actually no... the Ip ban is the most easiest method to get out off.. if you check there are million ways to get out.. people have double accounts with 2 different Ip's so unless the person admits its him. The mods can never tell if the person had a double account or not
That would be impossible unless the person had two computers.
You can't change your IP address.

Sorry, but I don't allow anyone to talk about ways to bypass the bans.
It is really a big problem that we can never ban someone for 100% sure. No site can, not even Wikipedia for example which has to deal with constant trouble makers because of that. So I will add a rule about this.
Also I am thinking of many ways to improve the banning system. I won't tell you how of course. But I can tell you that mods will be able to compare accounts and see if they are used by similar persons or not.
As for people constantly deleting accounts, I'm not sure what would be the good solution. Maybe it could be that an account doesn't get deleted immediately, you would have to wait one week for example, and until then you wouldn't be able to make a new account.
Or maybe you can't have the "delete" option until you have spent at least 3 months on the site.
EDIT : I have chosen the second option. It's now in place.
In fact, I sometimes even wonder why there is even an option to delete accounts in first place...I mean, it can be useful for mods of course. But people who leave the site are people who have no interest with it anymore, so why not just leaving then? Messages or drawings can be deleted invidually.
