I dont know about that interest comment, she definitly liked balto mor than steele. She always seemed to be speechles arind balto and she even tries avoiding steele.

I just can't see that with steel, he is just too egotistical

I don't think that jenna had a soft spot of steel...like in the sence where steel hiting on jenna after the race, she is more like "oh...thats nice...yeah...true" when she is talking to him. But in her mind she is saying " I don't want to be even a foot, next to you" Kinda like is was annoyed by steel.

in first place i dont think that steele will ever let Balto to bring the medicine, he wants to be only he and himself, but well, in the extraordinary case, the had became into very good friends, not expressed, but at the end friends, Jenna will still be with Balto and steele will stay with Dipsy.

If that did happen Balto would be with Jenna and Steele would probably end up with another 'fan' like Slyvie or someone.
