I'd imagine it's just a mistake. Remember Steet disabled new topics in the contest section for a while with the intention of removing it completely to be replaced by the one on the main site?
He then changed his mind seeing as the contest section on the main site isn't quite as he wants it yet so it's probably only a mistake. ;]
