Before all of this, read the guides in the forum, they really help. Buuut, other than that!
Cobalt's 1-2-3 to Planning a Fanfic (rough guide)
1. First, characters. You can do step 2 first but I find that stories spout from designing characters for your story. First usually I start with the main character, and then I might add a few others intermingled with his history. Often as I develop the plot I get new character ideas. I also stalk the adoption section of the forum a lot, sometimes you get absolute gems.
2. What kind of story do you want to write? What will the character go through? Brainstorm this as thoroughly as you like. Plan, think of new plot ideas. You don't have to use them all, a lot of story elements I end up throwing out.
3. Once you think you've done all of your characters and planning and you're exactly sure on how things will go, write.
An example with my latest fanfic, Winona. A scene randomly popped in my head one day on the ShoutBox, and I decided it would be brilliant to write about. Planned characters out, designed a tiny bit, brainstormed a fair bit. A good tip, write a physical plan, as in pen-and-paper. Helps a lot.
Also keep a notebook specifically for designing and writing plotters or a section of a book. Also helps and is handy.
