First off, "Newbie" is a new member.
"Noob" is an annoying person who knows the rules, but chooses not to follow them.
And now to the set of "ideas" that seems rather the more interesting.

1. When you go into the shout box, have an exciting avatar
Have an avatar you like, and that's appropriate. Or don't have an avatar at all, your choice.

2. when you say hello to everybody when you first come in, have a smiley face next to your message.
Go ahead and do this, but sour responses may follow. Excessive smiley use tends to get annoying.

3. Never speak text talk. nobody likes it.
It's important to note that text talk can be used in a way that shows someone's personality. Although excessive text talk can be annoying, once in awhile it shows character and/or attitude.

4. Join into the conversation going on! Don't think it's rude.
It might be rude depending on how you come across.

5. Have a cool name. And a cool Profile. Add a friend list, and add exciting colors, so people will read it.
Have a name you like. Have a profile you like. You define cool for yourself. Adding a friend's list is probably a good idea, the colors thing is up to you.

6. Send in some art, fics, and images every once in a while!
You should do this only if you have an interest in writing or drawing. I wouldn't just do this to please others.

7. Become friends with people. Tips for friends:
a. be kind to everybody, even if they aren't nice to you.
b. joke around! have some fun, just don't like..spam or anything.
c. Start a conversation with everybody. Ask things like " what's up? "or "how are you today? 'even ask what their favorite chocolate is.
It's good to become friends with people.
a: This is good, be nice to everybody. However, don't let yourself be stepped on.
b: Don't just randomly crack jokes without reason. If it's part of the discussion, sure. But don't drive people crazy by being the clown.
c: The first two are okay, the last one appears a bit random.
** Note: The above is how I view things, not necessarily your views. I added comments to simply broaden the horizons for people looking to make friends. **
