Hmm... Interesting.
Seems there are alot of Steele/Jenna fans. I'd like to see this one finished.
My only comment, critique-wise, is this:
You wrote that Jenna liked Steele for his looks and not his attitude. Pardon me, but how did she become that shallow? In the movie, she stood up for Balto and rejected Steele, despite his looks. If she then turns around and starts paying attention to him again, there must be a reason.
I'm thinking she might have had a relationship (short or not) with Steele and then they had a falling-out. Maybe that's why Steele only pays attention to Jenna in the movie (or maybe he just liked her for her looks, who knows)?
Anyway, it's nice that you had Steele come back and apologize to Jenna, but if he only had Jenna in mind when he teased Balto, he had a heck of a way of showing it.
Or maybe he's just lying. There's that.
