For the first one you need to go into your profile, "User control panel" and go to "Avatar options", from there you can select a picture from the gallery, upload one from your computer or add the link to one on Photobucket etc.
For the second you go to "User control panel" and go to "Signature options", for just text all you do is type what you want in the box, to put an image there type [img]then%20the%20URL%20of%20a%20picture%20on%20Photobucket%20(or%20similar)%20and%20then[/img] with NO spaces.
