I recommend taking it one step at a time. Get to know him socially first, and see if he's right for you.

I'm really bad at giving advice, but something like this is happening to me at the moment [except in my scenario, he already has a girlfriend, so there's no luck for me XD] I still try to talk to my crush, though, and I normally do it in class situations. I admit, I'm shy and act stupid around other people who I'm not friends with, but I think you can build up the courage to get to know him better ;] .

Like I said before, group conversations might be a good way to get to know him more. I know that you've said that it's hard for you to make friends, but you could always try to overcome some of your shyness and try to talk to him, although it may be hard to do so.

Don't make promises you don't know you can keep, Splash. You may feel that way today, but hormones and actual understanding of who a person is will often be in conflict. I had to learn that the hard way. Don't make the same mistake I did.

If you really like this guy, get to know him better first before you tell him how you feel. Afterall it may not be the real thing, just a crush. Work with the basics first, common interests etc. Then once you get to know him you can decide if it's right to say anything. Good Luck
