Mmm...Steele isn't really good looking, too...  I think I'd vote for Steele. That doesn't mean I don't like him, it's just part of his character

I think Dixie is one of the ugliest dogs in any of the Balto movies. She has a "strange" look about her (and her personality too . . . She thinks she's hot, but she's so not hot) that makes me not like her at all.
Maybe that's why she likes Steele so much . . . . . .
I really don't think Steele is that ugly. I'm not sure why, but yeah, he's not that bad looking. He has an interesting design IMO.

Yeah he's ugly on the inside, but I still like him. I think it's just the way he is or looks maybe. He's fun to draw. 
I'd either have to say Dixie or Nikki. Nikki's colors aren't attractive, but Dixie is just, Dixie. She's not that attractive either.

I dont think Steele is ugly at all! He is very well put together by the animators. But then again, I could just be biased  Anyways... out of the three, I don't really know. Prolly Nikki or Doc.

IMO, there isn't really ugly characters, especially in the original.
But there is ugly animation, especially in WQ...(and sometimes in WoC)
