No. But everyone in the sled team were witness that he had almost tried to kill Balto because he didn't want help. Whether by throwing his head against a rock, or trying to throw him off the cliff.

It would be interesting. Maybe Steele and Zira would try to help each other, and then betray themselves, but I don't think that's possible, since the lioness had died in LK 2.
About the whole killing thing, Steele tried to kill Balto in that one scene.
