Exactly. And to add on to that, the musher wouldn't have any use for the dogs, since they can't get him any money (unless some town is so nostalgic that they can't possibly have their mail delivered by plane. (Far-fetched, I know, but that was just to prove my point.) And since dog sledding wasn't really an established sport at the time (for all I know, at least. If it was, it was probably an amateur sport), their only hope was to be someone's pet, but they'd have to have lots of ways for the sled dogs to use up their energy, since sled dogs are brought up from practically birth to run, and so much so, that they can barely go a day without running! So as you can see, Kodi, Kirby, and the others would be in one bad case of unemployment!

But, I thought the dogs have some other job to do than just delivering the mail.

I don't think the musher was their owner anyhow. It looked like they had independant owners. Or none at all. If you notice, Ralph was sleeping in a box in an alley. Which implies he was already homeless and was simply rounded up each mail run, presumably because he was large and able to go long distances. Very probably, the only expense the musher incurred for them was food and medical care for serious injuries, if even that. The Post Office probably subsidized most or all of the costs of keeping the dogs running, as well as paying a (Federally mandated) salary.
It's the perfect quasi deal that fits right in with the time period: Big boss musher hires the most desperate folks, pays them next to nothing (Or gives them next to nothing in equivalency, which for dogs is food, water and shelter) and reaps in the rewards in the form of profits and government subsidies. He probably gave their owners (Whoever they might be) a small cut of the salary, but that's it.
