If Steele were his dad, Balto would be black and white or just white, or could have blue or golden eyes instead of red. Besides, Steele doesn't really like wolves, so I doubt he could've mate a wolf.

Only Balto's dad is mentioned in the second film, they haven't said anything more about his dad, basically cause it didn't fit in the story line I guess. No one knows why really.

But if Steele was his father, it would've been mentioned in the movie. Either way, Steele mocked Jenna for liking Balto ("Maybe your tastes run more toward... wolf?"). That part would make no sense if Steele had mated a wolf.
I have to agree with Velvet. Steele is a husky. I doubt he likes mutts too, so if he and Jenna had pups, and if Steele would be a malamute, they'd be mutts. No offence or anything. And, Steele couldn't be a two mix, cause Balto himself said he was a purebred.
