The translation is never as good as the original is all I can say.

There are some translations that do ok, but there are a lot of them, like the Balto 2 spanish version you described, tank.

That's nothing. Some American movies released in China are hysterically renamed. For example.

Babe = I May Be A Pig, But I'm Not Stupid

Boogie Nights = His Powerful Device Makes Him Famous

Nixon = The Big Liar

The Professional = This Hit Man Is Not as Cold as He Thought

Fargo = Mysterious Murder in Snowy Cream

Kindergarten Cop = Satan King Of Children

ROFL @ Satan King of Children.

Problem is that people don't proofread things. A LOT of early Japanese video games had horrible English translations. For example, at the end of Ghosts and Goblins for NES, there was a message that said, "Congraturation. This story is happy end. Thank you."

Actually I'm not sure if there's an official french title, but I think it's "La quete du loup" ("The quest of the wolf"), so pretty much the english one.
As for Wings of change, they changed it to "Sur l'aile du vent" ("On the wing of wind")

That would be nice if they could do that, but sometimes... that doesn't always work out. I mean, many languages are not literal, word-for-word translations of English. I don't think "Loup Quete" would be a very appealing title to a French-speaker!

Songs, however, are a different matter. XD I think the only reason they change lyrics of the song when they're translating it is so the translated version has the right syllable structure that will fit the beat of the song... however, a bad thing about that is that it can make a song sound really cheesy or just plain bad.
