No, Steele is worse. Niju is mean more verbally. He insults and threatens. Steele is both. He insults and mocks Balto, and would do things to offend him like kick snow at him, and frame him for stealing sausages or somethin. haha.

Verbally means with words. Think about it - did Niju actually harm anyone at all in the movie. He did tackle Nava, but I wouldn't call that insanely serious (I pushed someone the other day, and ended up knocking over my teacher's coffee *which was green* and had to clean it up x.x).
And Riley is right. Niju was mean, but Steele would go further to insult/hurt someone.

Niju is not the same as Steele. Niju takes it on Aleu, not on Balto.

Steele is awesome, and would do anything to get what he wants. Niju is a crappy excuse for a 'villian', and is pretty useless in the film
