He's a malamute, not a husky. Either way, the movie is pretty inaccurate towards size. Is it possible for a mature husky to be as small as Star is?

He's a Purebred.
"You don't need a pedigree to help someone"-Balto to Steele.
Pedigree=Papers
Papers=Purebred
Purebred=Steele is just one breed.
I believe he could be bigger then Balto.
My neighbor has a Malamute and a Wolfdog and the Malamute towers over the wolfdog. The wolf dog is a fullgrown.

Come to think of it, that is kind of odd that Steele would like Jenna. I mean, if he obsesses over the pedigree thing like they show him. He's definitly a malamute, and they call her as a husky. Hmmm....

He's not "definitely a Malamute". He can be whatever you think he is. Hell, I could call him a Chihuahua if I wanted to!
Anyway, I believe a Husky/Malamute/Pikachu can grow to be that big. Some dogs are just... big.
Of course, in the movie his size was exaggerated a little to make him more menacing.

I think he is a Husky, because back then... Malamutes weren't popular and were quite rare.
My friend's Siberian Husky is REALLY BIG.
So, I'll go with the Husky

I concur with ownedbyagoldenretriever. He could be either. Animation always exaggerates and changes things; they're not real breeds because they're cartoon dogs. I always leaned toward Malamute anyway.
