possibly be the offspring of the dogs in Balto 1? I mean, other than Kodi being Balto's son.

Kirby kind of reminds me of Kaltag. Dusty's fur color is similar to that of Star's. Does anyone else think this is possible?

Well, it'd be an interesting idea for a fanfic, but I'm pretty sure the official answer is no.

However, I can't prove this, and I would be happy to read a fanfic on the topic.

There are only so many fur colours to choose from remember + If Dusty was to be Star's daughter she would probably have to look a bit crazy like him :P

Not neccessarily. If they had done that, it might have distracted from the main plot of the movie itself.

So what? Balto and Jenna are in the movie throughout the whole thing, and there's no question that Kodi is their kid. There's no connction between the two. Why shouldn't two dogs who are related be in the same movie?

I think Kirby looks more like he might be related to Nikki. Or maybe the differences are because of his mother. And Dusty? Again, maybe she takes more after her mother, whoever she might be. Kodi doesn't look entirely like Balto or Jenna, right? Besides, I'm guessing Star's rag-tag look was more due to being at the bottom of the heap (to put it in wolf terms, the omega) than genetics. If such is the case it's obvious an assertive girl with an attitue like Dusty's wouldn't look the same way.
