Topic moved to Suggestions.
1. Banning enforces rules and punishes the members who break the rules for their given amount of time. (This depends on the offense.) In hopes that they will learn from their mistakes and come out of the ban box and no longer cause problems.
2. We talk to the members in the shout box. You cannot see the other members, you can only see what you type. Hence it looks like we often chit-chat a lot.

XD, Clever Drew.
Basically what Drew said, you get banned if you break the rules i.e. constantly spamming or swearing. Then you can only see the Banned Box so you can talk to the mods and either clear your name or get clarification on why you banned.
You can only see what Mods post and what you yourself posts in the Banned Box, we can see everyone's posts so, as Drew said, it probably looks a bit weird as if we're chatting amongst ourselves.

1) If the banning system wasn't in place, then this site would devolve into chaos with the mods unable to reprimand troublemakers, so they could continue to get away with breaking the rules.
As for 2, Drew says it perfectly:

I've only seen the ban box once but I got banned with Shimmy by mistake o_O But you can see the shoutbox,Roleplay box,and mod box you just can't click on them because nothing happens all you can do is go to the forums and other places besides the shoutboxes

The banned box is for all the little people on Balto Source who misbehave. -_- If you spam the shoutboxes, BANNED! If you fight with a mod, BANNED. If you swear, BANNED. And I think you get idea now.
You should really ask a mod to move this for you.
