I personally never heard of it. Is it an anime cartoon or an American cartoon?
Chuck Jones, who did a substantial period of work as an animator and director of Looney Tunes cartoons, and also did the animated version of "How The Grinch Stole Christmas" did this. Once again, it's the much-shortened cartoon telling of the classic Rudyard Kipling book of the same name...from the Jungle Book series.
WELL worth seeing. Excellently-animated, and a classic children's cartoon from the 1970s. Here is Internet Movie Database's entry for it:
http://www.imdb.com/title/tt0175122. Like Tibb, I watched this movie as a child, and fell in love with it...and now own my own copy (along with "How The Grinch Stole Christmas" and the four existing volumes of Looney Tunes DVD collections, which have a lot of Chuck Jones' work in them). It is a must-see, and an EXCELLENT story for kids to see (once they reach a certain age...the cobras in it might scare very young kids unless their parents are there to watch it with them). Because, unlike so many modern cartoons and cartoon movies, THIS cartoon movie has a decent storyline and moral to it (coming off the original literary version). It holds sway with other animated greats (all based off of children's literature) such as The Secret of NIMH, Peter Pan, Bambi, How The Grinch Stole Christmas, Horton Hears A Who, and a few others.
Sadly, I have yet to read the original Jungle Books. The whole series. And I'd much like to. Not to digress too much, but reading the original "Mrs. Frisby And The Rats of N.I.M.H." was another childhood pleasure...and another great story...to which there are literary sequels as well. Which is the story which led to The Secret of NIMH.
