I've been watching this anime for quite a while now. It's about this excessively ADHD girl named Excel in a secret organization called ACROSS. She works for a guy named Lord Ilpalazzo who looks a lot like Pegasus from Yu-Gi-Oh and basically worships him and talks his ear off. Then she has a sidekick named Hyatt who dies every 5-10 minutes only to revive again. Then there's Menchi, a dog who looks like a cat that happens to be used as emergency food supply. ACROSS tries taking over the city and keeps failing. There's also sub-plots with a hispanic immigrant worker named Pedro who misses his "son and sexy wife" and a James Bond-esq guy with an afro. Then there's adorable aliens called Puchu who make ugly faces when they get hit. Check out more info here:

It's definately worth watching while on YouTube, just type in "Excel Saga" there and you'll find some episodes (Most are in Japanese with English subtitles).
