She was angry at him because he hadn't told her that she was part wolf when she was a pup. Honestly, Balto had it coming - he waited a year to tell her, and when she found out it was in an upsetting way. Surely you'd be angry if your life was suddenly changed like that? You wanted to have a life with a human, but you can't because you look different (although, later in the movie she acts different because she's matured). She doesn't hate her parents.
