Phil Weinstein; the Director of Balto 3 said HIMSELF that Dusty was with Ralph. The animators just didn't have enough time to show more chemistry between them

And Phil said there was, but the animators didn't have enough time to work on it. Besides, Kodi & Dusty didn't show any love for eachother at ALL. They talked about work the whole way through the film. You can't think Kodi loves a girl that stands within a metre of him. Romance doesn't work that wau Sorry to go off-topic
