I've seen collars that look pretty close to that in pet stores. It's just a differnt style and more 'fancy' since he's supposed to be the best sled dog.

Their is a cut scene from the film in which Star says, "Steele you don't deserve this." and rips the collar off him. It is a champion sled dog collar and most likely a belt because it is to be very noticable and like a wrestling championship belt quite reconizable.
