They look alike if you didn't notice they both have the weird lines on their faces. And they have the patches.

The Balto animators probably got Niju's design from Steele. Though there were different animators in Balto 1 & Balto 2, they obviously would have watched the first movie before creating the second movie.  And besides, they both were kind of villainous characters in both plotlines, so I can see why they would have done that.

Well here's my thought:
The reason why Steele and Niju look alike is because they are the "token villains" of their appropriate movies.
And how can you tell that they are evil? - They have those black markings around their eyes! Like eyeshadow!
Because we all know that bad-guys always wear eyeshadow!
But yeah. I suppose the character designers of WQ decided to base Niju's design on Steele . . . which means they must have watched the first film! Ha. So . . . Niju is nothing more than a wolf version of Steele!
Bwahahahaha.

WHY are there always so many debates about characters being related? As far as we know, Nikki, Kaltag and Star could be triplets and Dixie related to the grizzly bear.. we don't know because we're not the animators.
Niju and Steele probably look similar because they are both canines and this is the style the animators chose to draw them in. There are only so many ways that you can draw a wolf.

Steele was the best Villain ever, who wanted nothing but Fame and Glory - and he would do anything to get it!
Niju was nothing but a useless, fugly cat. The animators made a feeble attempth to creating a Villain, but failed miserably.

Yes,for the eye patches,but they are completly different characters by the way of acting and talking.Niju is a big mouth,Steele's a self confident. And not to talk about the species.
