Well, most people say that Balto 3 is better than Balto 2. Why? Here are the good points in it that I think makes it a better movie than Balto 2 (and I won't be complaining about Balto 2):
1. It was to do with sledding, as the original was. And wasn't much refrence to wolves like Balto 1, only slight scenes.
2. Old characters re-appeared. Like Kaltag, Star, Dixie, Morse ect. Here are some pics that can prove that they were shown:

3. There are refrences to the original; Balto is talked about saving Nome, Dusty swings on a rope (seen in Balto 1 by Balto, pics below)

There were also sights of Alue and some of the dogs from Balto 2 (such as the scottie dog) which is also good. It shows that dogs didn't just dissapear, lol.
4. Balto isn't so much an outcast (even if he still lives on his boat, but thats another thing which I am not gonna mention), most the dogs in Nome now like him and respect him.
5. Stella, well, does she belong in the movie? I think yes, she gave a good edge, or difference and some light humour. But her song was a bit much.
6. Kodi, Balto's son from the 2nd movie was in it, instead of making someone new they took an old character but made him new, if you know what I mean.
So, there you have it. I think what the good points in Wings of Change is. If you think there is any more, why don't you post them? Thanks for reading!

Thanks Highland Wolf! ^_^ I love Wings of Change anyway ^^
Och aye, Stella's song was too much. But I didn't mind her! It was so cute seeing Boris with a girlfriend ^^ She was also quite funny, and she had a good heart ^^

I didn't see Kaltag or Dixie?!
Anyway, I agree with your other points.

Yes, you are right, although it did relate more to the first movie it was still rather boring @_@ With more references to the first movie, Balto and Muk and Luk all had another encounter with almost drowning (even though they didn't make it seem like a bigger deal than it should've been XD)

I was always wondering why people thought Nikki, Kaltag and Star (and either Dixie or Sylvie) had cameos in Balto 3. There is no clear indication that any of those dogs are whom some believe them to be. I scanned Balto 3 repeatedly, and found nothing clear. It would surely be nice, but I just don't know...
...though *I* hardly found Balto 3 to be boring.

Still find it boring. Plus, Balto is too tammed in this one - Like he's some pure dog. Yes, he was a pure bred dog in real life and such, but this is part 3 to the animated Balto 1 movie. So, don't go saying "Oh, well - Balto wasn't really a wolfdog.. bleh bleh bleh."
This was very boring to me, and even Wolf Quest was a bit more better in plot-wise. It wasn't AS boring, but I still don't like both - anyways. ^^

Well, we REALLY have different opinions on THIS.
1. Balto was older and wiser in Balto 3. There should be no reason he'd act wild. He didn't even act that way in Balto 1. In fact, he was still kind, gentle, and easy-going. So I wonder where you've gotten the impression that he was less "tame" in the two previous ones.
2. Balto 2 having a better plot than Balto 3?? That's...iiiiinteresting. Balto 3 has a much more historically-sound and real-world foundation than Balto 2. Balto 2 is based in Inuit and Athabascan mysticism. While the plot of a father trying to reconcile with his daughter is all well and good (and seeing Balto and Jenna's puppies is certainly nice), the rest is pretty lame. Balto 3, on the other hand, has a solid series of plot lines from start to finish. There is NOTHING outlandish or boring in it, story-wise.
I'm not knocking your opinion. I'm just saying that it doesn't make much sense to me.

Hm, Balto just was more active in the first - And I can understand him not being like he was in the first, since he is older.
I guess I just like Balto 2's plot more, even if Balto 3 was way more closer to the first. I am not saying that Balto 3 was just boring, and nothing good in it. I liked Kodi more than Aleu. It's just a bit boring at some parts, and mainly with Stella. She just annoyed me, but she did have a big part of Balto 3 - And, it's not like she was useless. I understand that.
I enjoyed both of these movies, and both of them have their good points and bad points. I just happen to like Balto 2's plot a bit more, but not much. Just a bit more than Balto 3.

Yeah, I know...Stella irritated a lot of people. I can understand. And I HATED that song she sang (of course, I hated ALL the songs the characters sung in Balto 2 and Balto 3...I found them annoying, and that they could have been accomplished with dialogue and action). Still, I like Stella otherwise...I think she's an interesting character. But hey, that's me...

Silver Deni > Actually Dixie was in it and Steet even mentioned it in a BS gallery. I just couldn't find the pic to prove it, but she is there and quite distinctive.
Catwhohas14tales > I didn't think it was boring. But I don't misjudge you for thinking so
BaltoSeppala > Well, I guess your right, it isn't completely sure that they are the actual characters, but I think they most likely are. It could just be a joke that the animators did or they just couldn't be bothered making up other characters as extras so took the older designs. Doc and Morse were kinda definate though, and I think Sylive was as well, how many dogs in Nome are there like that?
