Okay...this question applies as much for the original Balto movie as it does for any of the sequels (which are the same cartoon universe anyway)...
...I don't know whether or not any of you have seen the movie "Cool World", but I am sure most of you have seen "Who Framed Roger Rabbit". Both movies mix live action with cartoons (only Cool World is more chaotic, dark and crazy than Roger Rabbit). Humans from our world mix regularly and easily with cartoons from a sort of general "cartoon universe" (in Roger Rabbit, it's "Toon Town"...in Cool World it's, well, "Cool World"

)
So, I bet you can see what I'm leading up to. Suppose, by some strange happenstance, the Balto cartoon universe were actually a real universe, co-existing with our own on a different plane of reality. The Balto cartoons still exist AS cartoons, but the writers and production teams created them as much from inspiration from the real serum run of 1925 as from some vague psychic connection to that real standing universe (without realizing it)...thus telling what is then a very real story...somewhat different from that which occurred in our universe.
Suddenly, the means to cross between universes becomes a reality. And, because WE can understand the animal characters of the Balto cartoon universe when they speak in the cartoons, we would also be able to in that universe if we visited there.
So...here's how it works. You can't just cross whenever you wish. You have to be having one of your "man, I wish it were possible to actually be in the Balto cartoon universe" kind of fantasies (whether in a dream, or a daydream). Then there is a flash of light, some strange effect, and you find yourself dropping into a snow bank some short distance from Nome, and Balto & Boris' boat (conscious or unconscious, it's up to you). Now, you're a cartoon, like everyone else in that universe.
What happens next? Does Balto or one of the other famous dogs find you and rescue you? Or do you pick yourself up, brush yourself off and, shivering from the cold (and being wet from the cartoon snow), do you head either for Balto's boat, or town? And what happens when Balto and the others first realize that you can actually
understand them as they speak? What do you think THEY'D say to you, and how would they react to you? Tell us!

And PLEASE...be clean, be cool, and be respectful of the original characters, K? The characters exist ONLY and EXACTLY as they do in the cartoons...there are no odd plot twists like in some of the fan fics on this site!
(This was actually a fan fic plotline I've been conceiving...from a fantasy of my own...and may still write.)
