It's a mixture of snow and rock, if it was blood it would have come from his mouth and back and if you watch it slowly and close enough you will see that it comes of the rock and the bits are sharp not spatters of liquid.

yeah i saw that just last night. i slowed down the moive at that spot and saw snow and small peaces of the rock coming out.

If you look very closely it comes from just behind him not his mouth, snow is white when thrown up in the air in the setting sun it is is not very opauge which allows light to come through.

I think cause is blood..I captured with movie maker some images from my DivX/Avi Balto1...and I made it nimated(sorry is Gif so that's why the quality is moody,originaly the movie is very good).
Then watch carefully this image:
It seems to be blood,can't be pieces of rock as Togo said. 
Isn't it?

I don't see how can it be blood. Its in lumps, just because it is an orange colour doesn't mean it is blood, just goes with the background colour. If it was blood then it would be a lot darker colour, thinner and come direct from Balto not in lumps and if you look closely it comes from part of the rock just behind Baltos head.

I think that it is snow,rather than blood,because snow can be many colors,Eg.yellow or black when it is dirty.

This is going to go on forever but if you know how snow moves you will see indeed that is snow. It is in clumps and moves to heavily to be blood, it wouldn't fly up like that and fall over if it spattered Blood would simply stay in one place, the 'snow' that spatters is heavy and that's why it moves like that.
