I voted for Steele if you ask me Nuju just seems confused and scared of change as Nava said. Steele is more of a jerk villan and I think thats what makes him better.

Steele is pathetic, yes, you see that in him when all the dogs leave the boiler room pissed at him. But Niju is an absolute idiot, he's not even intimidating.
My vote is Steele, hands down. And another thing: Steele was being a jerk for no reason, just to be mean. At least Niju was being bad because he thought that he would make a good leader.

Not sure whether I've already posted here.. but anyway, I think Steele made a 'better' villian because he was just so evil, wanting to sacrafice dying children over his reputation. Steele didn't really have a proper reason for his aggression.
Niju didn't like change. I can understand that.

4.) He's SO FUN to RP with!!!

1.) He's so useless and dumb. He has no point in the movie whatsoever (even though WQ didn't have any point whatsoever either... xD)
2.) He never attempted to attack anyone except Nava. He was just a pathetic coward, afraid of 'change'. WTF?! Aniu was even more villinous then Niju! And she hardly did anything!
3.) He was in Wolf Quest. BIG problem... xD
