For example, administrators have more control that video moderators. It all depends. =]] Oh yes,I guess that I overlooked that part of a Mod's job.

Moderator isn't a title you can flaunt, it's a real job with real responsibilities. And if you can't take responsibility, don't take the job.
They're looking for someone with a strong sense of the rules, good community spirit, and (if a media mod) can fairly judge quality of work. If it isn't good enough, give critique.
Length of time really doesn't cut it. I've seen people on forums who have been there since the dawn of time and I'm still amazed they haven't choked on their own drool yet.
