Of course she isn't drawn to be a fox, but compared to the other huskies in the movie, she is very foxy.

This was done on purpose. It's part of the character design. Jenna's the vixen of the movie.

No, in my opinion, she doesn't look like a fox.

Well, the person who animated her did base her on Audrey Hepburn, who does have those beady eyes and little nose.
