Steele. Unlike Niju, Steele actually tried getting rid of Balto. All Niju did was give him a dumbfounded look.

Niju was pathetic, he was suposed to be this big strong wolf,yet he was frightened to cross the water although it was safe, then he wimpered pitifuly "I'll never leave our land!"
such a dumb excuse!
At least steele was brave!
