He may not have said as much, but he plainly desired to be reconciled with his son before he died. What I'm trying to say with the analogy is simply this: Darth Vader's change from bad to good made sense because he loved his son, Luke. There was a clear, discernable cause and effect, specific to his character within that situation. A drastic change in action or personality almost always has some definite reason. So what would be neccessary for Steele to turn good, logically, is a motive and situation that would provide that reason in a manner specific to him. Does that make more sense? That and a whole lot more. Good.

absolutely agree with Togo, Balto is too nice-heart and he would can´t reject him, specially, when he win Jenna´s love.

Hmm, it's a good question.
Firstly, something would have to happen to Steele to make him apologise in the first place. In a fic I started writing, Steele's brother dies, so he realises how trying to sabotage Balto and the team could've cost many lives.
Secondly, Steele would have to do something for Balto to believe he had really changed. Or do something to earn his trust. Because while Balto may be kind-hearted, he's not gullible. Not much, anyway.
So say, Steele's brother dies, and Steele feels guilty, so he returns to Nome and apologises to every dog in town, the last one being Balto. He explains his case, sounding sincere, and begs for forgiveness.
I think that in that case, Balto would forgive Steele. Not saying they would like each other, but they would be tolerant. Polite.
Jenna, however, might not be so quick to accept his apology.

Jenna, however, might not be so quick to accept his apology. It's a bit tricky to grasp the beginning of that train of thought at the outset until one takes a step back. I gather you're saying that losing his brother would open Steele's eyes to what death is really like, but I think he had some grasp of death, in a bad sense. Remember, he was laughing in the movie when it looked like he had killed Balto. Still, I suppose if there were someone he actually cared about (which I have to say is hard to imagine), it might get through his head how much that can hurt. Pretty dead-on for the rest, though. I'd like to see what you come up with for Steele demonstrating his repentance. All in all, you've undertaken a tricky scenario to write.
