Hm. I looked it over and I'm not even sure which it is. Because it would seem unlikely that snow would randomly pop out when he hit the rock. And it's colored red. Though, the way it falls back or down causes one to believe that it is snow.

I took these screenshots:

...So yeah. Judge for yourselves what it is. x3

I personally say its just snow stuck to Balto's fur. I mean, come on, its snowing and stuff, there's bound to be some lying on top of his fur and it bounced off when Balto hit the rock. And the snow probably is just that red-ish color because of the sunset lighting in the background.

Okay, you may not /see/ it, but if you view the scene, Steele had previously pushed Balto a few times in the snow. You even see it fall off of him when Balto stumbles to stand up.

I might have to agree now. There is snow falling off if him as he is flying into the rock.

loose boulder is the only thing that would shoot sky high! and maybe it's the brightness that shines on it to make it look see through!

This.

And I don't think that much blood should really show until he falls away from the rock. By the looks of the images provided by Hunter, they show up either before or right on impact.
If that much blood were to erupt from his head on impact, then there should definitely be a lot more after he fell.
But since we don't want Balto laying in a pool of his own blood, it's more than likely just snow. I'm no CSI, so call it an educated guess.

I think it's just snow. Those are awfully big dots to be blood.

Eh you never know. Have you ever throw a dog over to a rock? you never know what will happen.

I am going to cry and kill Steele painfully and slowly if that's blood.

It's snow. It only looks red, like blood, because of the reddish sky/background.

Blood and snow has a thick color so it turns out black, right?
