Hmm...I had the same problem with my black lab puppy...But we got a thing called a gentle lead the goes on there face. Apparently, when they pull, it turns their head towards you and they dont really like that...
Here's more info:

It works, really...

Like I said earlier.. anything you get that chokes you're running a high risk with. There are harnesses that tighten up when the dog pulls.. is this what you're talking about Banshee??? Maya, yes every dog is different and training should be tailored to how that dog reacts to each training method. Apparently a prong collar didn't work well with your shepherd and I'm sure you all resorted to another method after that. That's a perfect example of when to rethink your training methods or tools.

As for gentle leaders.. I personally haven't used them much but have heard good results from them. I've used it once on a dog that was in the rescue which they were trying to train him with.. He didn't like it very much AT ALL.. would not walk but he would collapse to the ground pawing vigorously at the muzzle part until we took it off. In this case the prong collar was our alternative and it worked great on him.. This is yet another example of changing methods.

Yes, this seems to be the only bad part, when we put it on our puppy she usually trys rubbing it off somehow, but once we start walking she's fine...(but oddly, after we take it off she has to roll around trying to get it off when it's no longer there).
I don't know, the Gentle Lead may not work for everyone, but it worked for me...

Well I couldn't even get him to walk using that. He hated it so much that Shadow wouldn't go anywhere with it on. It is true that it may only work for some dogs.
