It's kind of a stupid question to ask? We keep forgetting that Balto is a Wolf-Dog not just a Wolf; his appearance changes nothing about him!

They kinda do look like the same and maybe it could be Aniu or Balto's dad's younger brother.

They don't. Nava is a light grey color. Balto is like a dark gray brown, or something. Kinda hard to tell what with the animation and color changes throughout all three movies.
