i've seen those on fluke's board before wouldn't it be sweet if those deleted scenes would've been put on the balto dvd?

No the only thing they put on those are the trailers and a little documentary.  And the documentary doesn't even work on the American/Canadian release.

I don't know if you guys know or not but I added a 3rd deleted scene to my site, I have the barrel sequence now 
I also have the layouts for the scene where Star rips off Steeles collar, the script is printed below each story board and Star basically is saying that Balto is the hero and Steele doesn't diserve the golden collar anymore.

Maybe Star didn't think Steele deserved it but he thought Balto deserved it. So he yanked it off and put it on Balto.
