A tribunal is basically asking for others judgement on something; like a jury. http://www.thefreedictionary.com/tribunal So he means he doesn't want it to turn into another huge mess. A mess that I will not discuss. And as for your other question, I should think it would be obvious.

Because most members visit these 'old sites' and they generate the most traffic.

The only source I would consider keeping is ADGTH Source purely because there are not many decent or active ADGTH fansites on the internet at the moment and has a large fanbase and Cats Don't Dance Source was a good idea as it is an underrated film and deserves praise. But places like Anastasia Source, Princess and the Frog Source, Mulan Source and Tangled Source serve next to no purpose because the main cast of these films are humans and it's been fully established that most of the visitors/members here are animal lovers and draw/RP/create animal characters and drawings more so than human characters.

Oh but guuuuuys, don't you realize? It's not about "traffic" or "activity", or even about human characters versus animal characters! It's about just having them there! Certainly activity and traffic on a website mean nothing, right?
