I think that it's because he saw Balto as a threat to his popularity and that if Balto got in his way then he could be a threat to him so he decided to keep him down and get everybody else against him because Steele was jealous of him in my opinion.

Steele hated Balto because he was part wolf. Steele was just sort of racist towards wolf-dogs. But I kind of think that Steele was scared Jenna would fall in love with Balto if he saved the children.

I always thought it was just that steele was a bit racist against wolf/dogs. :D
