besides steele wanted jenna because she was the only dog who doesn´t liked steele, he also loved to be famous.

Because his ultimate drive was his own ego. He never loved Jenna; he only wanted to have her hanging on his arm (leg, whatever) as a trophy, basically. In other words, it was all about being at the top. If he couldn't be at the top of the heap, he wouldn't let there even be a heap.
