I vote for Steele. 'cause he cares only for himself. And having Jenna will make him look good.I think that's all the reason why he trys to get to Jenna. He hates Balto just because he made him look bad. and then,trys to destroy him.
For Niju,he trys to protect his homeland. And for someone that's enough to be the right thing to die for. (such as ancient thai people did ) So,I don't think he's a real villian. Just ... nobody believe in him at the end.

Steele is more of a determined villian because of how he tries to win Jenna over and try to stop Balto from being the hero and with his lies which makes him pretty terrible. Niju on the other hand had power in the wolf pack in WQ but when everyone had to pass the bridge to survive, Niju is afraid of change which makes him a bit cowardly instead of villianous. So I choose Steele.

Steele! He was all set up... built up completely, a great factor in life and death and of the movie's theme. Niju was pretty pathetic... just an "air confuser", nothing really to do with the theme of WQ.

I thought Steele was so much better than Niju, but that's just my oppinion. Niju was so.. ya know, not as much of a 'bad-guy'.
