They do it because Kiona and Dakota are pretty popular characters.
And I'm sure, they saw Kiona as the red faced pup because Kiona is popular.
Also, because they saw Kiona fan art. And many people saw that movie a long time ago and forgot the characters names
So, when they see Kiona, they think its the red faced pup.
Well, I mis phrased it a bit there. What I meant to say, is they like the characters so much so they convince themselves that that's the official character. The main reason they're going around spreading the 'Kiona is the red face pup' thing is because they want it to be the real thing, but it's simply not going to happen.
And yes, people DO do it to get on Cat's good side. I've seen it many times with other people too.
