uh...question, but is it just me or is there two copies of this topic?

Well, the RPs that are not wolf/Balto/dog, etc... related, they all belong in the "Other RP" section. Otherwise, the only reason I can see that putting it o a stop being necessary, is if there are people posting those types of RPs in the Balto-related RPing section. And then, a mod can just send them a PM, if they (One person at a time) continually do so.

I am just sick of the people who think they can roleplay, but have no idea what real roleplay is. But that issue is like talking to a brick wall.

As you all may know, I agree with this rule 100% and I am all-go for it. Something off-topic can be annoying, and maybe (I don't know) considered spam.

Yet, to us who do like to follow the rules, when we encounter this we try to correct the person. All of this leads to fights in the RP area(s). The rule, being something real, would have its pros and cons.
