Just goes to show...I know it can be a nuissance when newcomers post new threads asking questions to which the answers have already been given -- but how long has that been going on now?
To this, I have a counter-proposal:
Since it's obviously not working to have people volountarily click on the sticky regarding the rules t the forum, I suggest we make it unvolountary. After you click a link that leads to the forum, you can make a page in which ALL members must pass through in order to gain access to it. This page will contain all the rules and regulations that must be read before you click come kind of 'Agreed' button that will lead you directly to the forums.
Upon this, I present to thee an example:
http://insomniacgames.com/community/forums.php
I know it may not get through everyone's head the first time -- but if everyone keeps seeing this page on a regular basis, eventually it's bound to get through some thick skulls.
How about it?

It sounds like a good idea...but I think that most people would just ignore it anyway. I've done that countless times, and I'm sure that other will too. Once they're focused on getting to the forums, then there's really nothing you can do to stop them.
Not to mention that the rules wouldn't really tell them how to post an avatar or a signature...

It's a good idea Suka but I think most people would just ignore it and click 'agree' so they can get to the forums and then just post 'help' topics and what if they do read it but then get confused about something later on and need help, I think a sticky topic with names of people who can help and a tutorial on how to PM would be easier and more effective.

Like I said, it'd be foolish to expect any sudden changes if this suggestion is taken into account -- any newcomers here are bound to read it, despite any other forums they may have been apart of.
As for the how-to stuff regarding avatars and signatures, you can post a bullet point on the rules pre-page that it is all explained very thoroughly, followed by a link as to where they can find the appropriate tutorial.
You can only do so much, really. I don't expect to be holding anyone's hand through all of this, so we can at least point everyone in the right direction.

Yes!! Something I can agree with 100%.

Oh, I'm sure that they'd ignore that too.

Okay, Einstein!! (XD) I don't think it'd be possible to make the whole situation regarding newcomers posting useless question threads go away altogether. What we're aiming for is a dramatic decrease in their number. Like I stated earlier, you can only do so much.

Well then if they do I have absolutely no sympathy for them, if they choose to ignore it if it is posted/created then it's their own fault and won't get any help from me.

But it could be stopped completely if we assigned mentors to everyone. xD, they'd know exactly what to do right off the bat, and they'd have someone that they could ask questions to instead of making a topic and asking everyone about it.

If you think a rules pre-page isn't going to do anything to them, do you really think "Alright, newcomer, Suka will be your mentor. You can ask him anything." is going to effect them in any way at all either?
...we could do both, you know...
...just a thought.

You could make it like the 'peer mentor' scheme we have at the school I go to, it's where new pupils/members are assinged to a mentor, often one mentor has 3/4 new members at a time and the mentor answers any questions they have and help them out with anything they're stuck with, new embers will only have a mentor for the first week, after that they're on their own and should be able to fend for themselves anyway, well.

Bloody Brillant!!! (I've always wanted to say that). That might work.
