Would it be possible to do it anyways? I mean, even if you said it was okay? I dunno about making tones at the time of a new PM, but I've seen it so that you can have a little pop-up window that says, "A New Private Message Has Arrived." and you can check from there.

Yes, this is normal. If you don't get any pop up, this means that you have an anti-pop up system that prevents if from appearing.
I didn't think this could be the reason she was asking this.
