Maybe Duke thought that Balto might try to climb on the edge of the plane and fall off so he put the seat belt on him.

Yeah, maybe Duke wants to restrain Balto so he can fly over seas to germany because he's a spy!  That's why we didn't see the rest!

Either way, that was a plainbelt/seatbelt. Balto would never be owned, there must be many wanting to own him, but he has been ownless forever. He likes it that way, since now he has a family and many friends and all. Him becoming owned by someone would seem sooo weird...
