Both Balto and Steele are old enough to be Dusty's father. Ralph... no comment. Kodi... possibly. Fan character... that's up to the fan character's creator. Truth is, aside from a fan character, we don't know if Ralph truly could be right for Dusty, same with Kodi. There's no 'couple' character development, so it's up to the fans.
