You can't really blame anyone for wanting to have a bit of fun roleplaying. Though I've never had a case where they've whined about me being to busy, or having some other reason not to do one. They may have sounded a bit disappointed in their reply, but that's kind of understandable.
If they do complain, the simple thing to do is block them, or just not reply. (Which could've been done in the first place.) There isn't a reason to get frustrated at someone wanted to roleplay with you, really. It can get a bit annoying if it's repetitive, but just deal with it, and ignore it.

I've never found a pm to RP genuinely annoying (I actually love it when people PM me to RP), but maybe that's because I love RPing so much. Though for someone who maybe isn't
that into it, I guess I can see how it might be annoying. But about people whining and stuff? I have yet to see. That's never happened to me before. Like countless others have said before, gently let them down and if they continue, just block them or tell them bluntly.
No need to let them ruin your day.
