Would refusal to stay on fingers, independence and wanting to fly away from people all the time count as behavioral problems for a budgie at least? My first one does this, and I have no idea how to get him tame again. I don't really want to have to clip his wings because the youngest (who has no sense of direction) follows him when he's out. I can get him back in the cage and all with his companion bird though.
